Teachers must apply online to participate in the BSTARS Professional Development program.  Participants should be teaching science at the middle or high school levels to students either in a bilingual setting, or with significant numbers of students in their classroom who are either primarily Spanish-speaking or bilingual.  Teachers need not be bilingual.  The BSTARS program has a very limited amount of support to cover substitute pay for teachers who cannot cover this from other sources.
